Visa Acquirer Monitoring Program
Quick Definition
Visa’s monitoring program for evaluating applicable acquirer and merchant fraud, dispute, and enumeration activity against defined program thresholds.
Also Known As VAMP, Visa VAMP, Visa monitoring program
What Visa Acquirer Monitoring Program Means
The Visa Acquirer Monitoring Program is Visa's framework for evaluating applicable acquirer and merchant activity — including fraud, disputes, and enumeration — against defined program thresholds. It exists so that Visa and acquirers can identify portfolios and merchants whose activity indicates elevated risk to the payment system, and then require action to bring that activity back within acceptable levels.
What sets VAMP apart from a simple chargeback count is the breadth of what it considers. The program looks at fraud activity, dispute activity, and enumeration — patterned attempts to test card credentials — rather than a single metric. This matters because some of these inputs, particularly fraud reports, may never appear as chargebacks in a merchant's processor dashboard. A merchant can therefore be approaching a program threshold while its everyday numbers still look manageable.
Enforcement flows through the acquirer relationship. Visa evaluates activity at the program level, and acquirers monitor their own merchant portfolios and apply risk controls on top of the network's rules. A merchant whose activity climbs toward or past a threshold can face remediation requirements, action plans, additional fees, rolling reserves, restricted processing terms, or, in serious cases, account termination. For medium- and high-risk businesses, those consequences arrive with less warning because the available headroom is smaller to begin with.
The practical response is proactive management. Merchants reduce fraud at the point of sale, resolve eligible disputes early through pre-dispute programs before they become chargebacks, and reconcile fraud reports and disputes across every channel so their exposure is measured accurately rather than discovered late. Because thresholds, exclusions, regional rules, and enforcement details can change, this page does not reproduce the program's threshold table; merchants should consult the published Visa Acquirer Monitoring Program guide for current threshold details and treat any specific figures as subject to Visa's current rules.
Why Visa Acquirer Monitoring Program Matters
VAMP is one of the mechanisms that can escalate a merchant from healthy processing into remediation, higher reserves, or account restrictions. Because the program measures activity that may not show up as chargebacks in a processor dashboard — such as fraud reports — merchants can be closer to a threshold than their day-to-day numbers suggest.
For medium- and high-risk merchants, the headroom is thinner and the consequences arrive faster. Understanding what the program counts, and watching it continuously, is a core part of protecting the merchant account rather than reacting after a threshold has already been crossed.
How Visa Acquirer Monitoring Program Is Used in Payments
Visa evaluates applicable acquirer and merchant activity — including fraud, disputes, and enumeration — against the program's defined thresholds. Acquirers, in turn, monitor their merchant portfolios and apply their own risk controls on top of the network's rules.
Merchants use the program as a signal to manage proactively: reducing fraud at the source, resolving eligible disputes early through pre-dispute programs, and reconciling fraud reports and disputes across channels so exposure is measured against thresholds before enforcement is triggered.
Important Distinctions
Program thresholds, exclusions, regional rules, and enforcement details can change, so merchants should treat any specific numbers as time-sensitive and confirm them against current Visa materials. This glossary page does not reproduce the full VAMP threshold table — see the published Visa Acquirer Monitoring Program guide for current threshold details. VAMP measures activity at the acquirer and merchant level and is distinct from the specific inputs it uses, such as TC40 fraud reports and TC15 disputes, and from the VAMP Ratio that combines them.
