Rather than asking a merchant to prove a single transaction in isolation, CE3.0 allows the merchant to point to a pattern of prior undisputed transactions tied to the same cardholder and to demonstrate matching data elements across them. When those historical purchases and identifiers meet the framework's criteria, the dispute can be qualified in a way that reflects the established relationship between the merchant and the cardholder.

This makes CE3.0 especially relevant to first-party misuse and friendly fraud, where the transaction was genuine but is being disputed as fraud. It is far less relevant to true third-party fraud, where no legitimate prior relationship exists. Because the framework is fraud-specific and network-specific, it sits within a narrow lane: qualifying Visa card-not-present disputes under Condition 10.4, not disputes on other networks or under other reason codes.

Using CE3.0 well requires the underlying data. A merchant must be able to locate prior transactions for the same cardholder and produce the specific identifiers the framework requires, which means capturing and retaining that history in the first place.
